[ADD] User: Public issues page with GitHub-style interface #14

  • Create a public-facing issues page that mimics the GitHub interface.
  • Users can view the list of issues and click to see detailed descriptions.
  • If someone is interested in an issue, redirect them to the contact form with a prefilled message referencing the issue.
